Hall Council Position Descriptions and Election Guidelines

POSITIONS
Hall Council shall consist of the following:
A.     General Assembly
B.     Executive Board
1.     President
2.     Vice President for Public Relations
3.     Treasurer
4.     Secretary
5.     Floor Directors (equal to the number of RAs in the building)
6.     Advisor: RHD, Head Resident, and/or other student staff member appointed by the RHD

General Assembly will:
A.     Provide a forum for any resident of the hall to discuss, debate, and vote on issues.
B.     Include Executive Board members.

Executive Board will:
A.     Attend all Executive Board meetings and General Assembly meetings.
B.     Attend all Hall Council events.
C.    Attend one-on-one meetings with advisor as deemed necessary by advisor.
D.    Act as a solid citizen, which requires leaders to abide by all housing policies.  Leadership roles are contingent on disciplinary standing and behavior.  All leaders are expected to be role models in the residence halls.

POSITION DESCRIPTIONS

President shall:
A.     Preside over all Hall Council Executive Board and regular business meetings.
B.     Assist in the setting and attaining goals that are challenging, realistic, and measurable.
C.    Work closely with Residence Hall Staff to create a positive, healthy community for all residents.
D.    Meet with the advisor, as deemed necessary by the advisor.

Vice-President for Public Relations shall:
A.     In the absence of the President preside over meeting and fulfill duties.
B.     Assist in the setting and attaining of goals that are challenging, realistic, and measurable.
C.    Conduct hall elections when in office.
D.    Work with the executive board to plan/organize programs in the residence halls.
E.     Act as the publicity person for the Hall Council.
F.     Meet with the advisor, as deemed necessary by the advisor.
G.    Assume duties of Hall Council President if the President is unable to do so.

Treasurer shall:
A.     Serve as administrator of Hall Council budget and prepare proper forms of transaction.   
B.     Present an oral/written report to the General Assembly as deemed necessary by the executive board.
C.    Keep records accurate, in order, and up to date.
D.    Prepare a financial report of each semester’s expenditures, revenues, and final balance.
E.     Meet with the advisor, as deemed necessary by the advisor, to discuss the books.
F.     Assume duties of Hall Council President if the President and Vice-President are unable to do so.

Secretary shall:
A.     Serve as primary administrator of the General Assembly minutes.
B.     Record, distribute, and post the attendance and minutes of the General Assembly Meetings.  All Hall Council Leaders should receive these updates, including Advisors.  The minutes should be included on the Hall Council bulletin board and/or Facebook page.   
C.    Maintain an accurate contact list of the Executive Board.
D.    Assume duties of Hall Council President if the President, Vice-President, and Treasurer are unable to do so.

Floor Director shall:
A.     Act as the voice for each floor.
B.     Serve as publicity chair for his/her floor.
C.    Recruit member of his/her floor to attend meetings/programs.
D.    Serve on committees as necessary.
E.     Be in regular communication with their RA and partner with them in programming

Advisors shall:
A.     Attend executive board and general assembly meetings.
B.     Meet with the Hall Council President, Vice-President, Treasurer and Secretary on a regular basis.
C.    Support hall events.
D.    Encourage and recruit members for the organization.

ELECTION GUIDELINES

Election Guidelines:
A.     Each candidate must submit an application for the position they are seeking.
B.     Applications should be emailed to the Hall Council advisor, with the application attached.
C.    Candidates may campaign by placing materials, approved by the advisors, in public areas.
D.    Applicants will have their names included on the online voting ballot, which will be emailed out to the entire hall community.
E.     A simple majority will elect the officers.
F.     Election results will be posted
G.    Interest in Floor Director positions should be expressed to the floor RA.


Important Dates:
  • Hall Council Applications & campaign material are due by Sept 7th at 12pm. 
  • Campaigning is from Sept 10-16. Elections are Sept 17 - 18. 
  • Election results are posted Sept 19. 
  • Hall Council Members Retreat(for President, VP, Secretary, Treasurer) is Sept 22nd  , time TBA.
